Towa was a female demon from the Demon realm and one of the antagonists in Dragonball Online. She is believed to have created Miira as well as being the true leader of the Time Breakers.

Towa was originally a brilliant scientist from the demon world, but betrayed them after joining with Miira and forming the Time Breakers.
